What the cheapest ex-Vistara / Air India fare actually includes at deal prices: the leanest Economy ticket gives you the 7 kg cabin bag plus a personal item, but on the entry-level domestic fares your checked allowance is capped at 15 kg — and on the very cheapest promotional Economy fares a checked bag may not be bundled at all, so you buy it separately. This is the old “Economy Lite” trap carried over post-merger: the advertised price is hand-baggage-only territory.
