Since January 2023 Goa has had two airports at opposite ends of the state, and the single most expensive mistake you can make is turning up at the wrong one. This is the guide to GOI — Dabolim, the old airport in the south, wedged inside an active naval base. Get the three-letter code on your ticket right and everything else is easy; get it wrong and you have an hour-plus taxi across Goa before your holiday even starts.

The 2026 trap: Goa has two airports now

For decades Dabolim was Goa. That changed on 5 January 2023, when Manohar International Airport at Mopa (code GOX) opened in the far north of the state. Goa now has two full airports roughly an hour and a half apart by road — GOX in the north, GOI (Dabolim) in the south — and travellers book flights to “Goa” without noticing which one they’ve actually been sold.

The airlines make it worse, not better, because the split is not clean. When Mopa opened, IndiGo shifted most of its Goa schedule north to GOX, but not all of it, and carriers overlap: the same names — IndiGo, Air India, Air India Express, Akasa, SpiceJet — appear at both airports depending on the route. There is no reliable “airline X always uses Dabolim” rule to lean on. Rosters shift every schedule season.

One terminal, inside a working navy base

The good news about Dabolim: after the two-airport confusion, the airport itself is refreshingly simple. There is a single integrated terminal — opened in December 2013, around 36,000 m² with eight aerobridges — handling both domestic and international flights under one roof. No terminals to choose between, no inter-terminal shuttle, no satellite concourse. You land, you clear, you walk out.

The unusual news: GOI is a civil enclave inside INS Hansa, India’s largest naval air station. You are a guest on a military base. Two practical consequences follow.

Photography is genuinely restricted

This is not the usual airport signage that everyone ignores. The apron regularly hosts navy MiG-29K fighters and other military aircraft, and photographing the runway, the apron or anything airside is a security offence that can get your phone or camera confiscated. Keep the camera away until you’re well clear of the airport. It’s the one rule at Dabolim worth taking literally.

The airport closes to you five mornings a week

Because it shares the runway with the navy, Dabolim hands the airfield over to military flight training on five days of the week, roughly 08:30 to 13:00, and civilian flights cannot operate during that window. That is why so much of the passenger schedule clusters into the early morning and the afternoon, why the terminal (and the lounge) get crushed in the 1pm–4pm wave, and why a mid-morning departure from Goa is a rarity. It’s worth knowing when you pick a flight time.

Getting to your beach (and the taxi cartel)

Goa’s ground transport is its own small adventure. There is no Uber and no Ola at the airport — app-based ride-hailing has been kept out by the local taxi unions for years — so forget the apps you’d use anywhere else in India. You have three sane options, and they’re all fixed-price, which spares you the haggling.

Indicative fixed fares from Dabolim, sedan rates (an SUV is a few hundred rupees more). Treat these as a guide and confirm at the counter — fares are revised periodically:

Entry: the India e-Visa is done in advance, not on arrival

This is where visitors get caught, so read it carefully: for most Western nationalities there is no visa on arrival in India. You apply for an e-Visa online before you fly, receive it by email, and show it at immigration. Turn up without one and you can be refused boarding at your departure airport.

• Apply only on the official government site: indianvisaonline.gov.in. India’s e-Visa is plagued by convincing clone sites that top the search results, mimic the government layout, charge a fat “service fee” and sometimes never file anything. A “Government Approved” badge means nothing — only the real .gov.in address does. If a site’s fee looks high or its address isn’t indianvisaonline.gov.in, close the tab.
• Apply with a few days’ lead time. The e-Tourist Visa is processed online in advance, not stamped at the gate — give yourself a comfortable buffer before departure rather than leaving it to the last day.
• Goa is a designated e-Visa airport. Both Goa airports — Goa (Dabolim) and Goa (Mopa) — are on India’s list of ports where e-Visa holders may enter, so you can land at GOI on an e-Visa without a problem.
• At immigration you’ll have photo and fingerprint biometrics taken. Have your e-Visa printout or PDF and your return/onward ticket handy.

International flights: mostly moved north

If you’re flying to Goa from Europe or the Gulf, check your code twice. When Mopa opened, the bulk of scheduled international service shifted to GOX, which was built with the international capacity Dabolim never really had. Today GOI is predominantly a domestic airport, topped up with seasonal charter traffic — the winter-season charters from Russia and parts of Europe that have long used Dabolim.

The takeaway is the same as everywhere in this guide: a “flight to Goa” from London, Frankfurt or Dubai may well be landing at Mopa, not here. Confirm GOI vs GOX on the ticket, and if you’re self-connecting onto a domestic flight, make sure both legs use the same airport — a north–south switch between them is a cross-Goa taxi, not a walk to the next gate.

Lounges, food and practicalities

Lounge: Dabolim has a paid airside lounge on the upper floor, accessible with Priority Pass, LoungeKey, eligible Indian credit cards, or a walk-in fee of around ₹1,600 (~$20). It serves a hot Indian buffet and has a bar — and, being on a naval base, a view over the military apron. Two honest caveats: it fills up during the 1pm–4pm departure crush, and entry is sometimes limited to two hours before your flight, so it’s not a place to camp out for a long wait.

Food: the terminal has the usual Indian airport cafés and fast-food counters landside and airside — expect airport prices. It’s a compact terminal, not a dining destination; if you want a proper Goan meal, have it in Vasco or on the way to your beach, not here.

Money & SIM: use bank ATMs over the currency-exchange desks for a better rate, and decline any ATM offer to bill you in your home currency (always choose rupees). A prepaid eSIM bought before you land is the least-hassle way to get data — handy specifically because GoaMiles needs a connection to book.

Getting the timing right: because of the naval training window, don’t assume you can rebook onto a late-morning flight if you miss an early one — the mid-morning slot is thin by design. Build your day around early or afternoon departures.
