Cheap Flights Tokyo to Cebu 2026 — Fares, Airlines & Best Time to Book

Tokyo to Cebu is the fast track to the central Philippines — a non-stop hop of a little under five hours straight to the beaches and diving of the Visayas, with no need to backtrack through Manila. Low-cost Cebu Pacific and full-service Philippine Airlines fly it directly, and United Airlines runs a non-stop too. This guide covers who flies the route, which Tokyo airport they use, and what a fair return fare looks like in yen.

Route: Tokyo (Narita NRT / Haneda HND) → Cebu Mactan (CEB)

Distance: approximately 3,300 km (2,050 miles)

Non-stop flight time: about 4h 50m southbound to Cebu

Direct flights: Yes — Cebu Pacific and Philippine Airlines fly non-stop, and United Airlines also operates a non-stop. Cebu Pacific and United fly from Narita; Philippine Airlines flies from both Narita and Haneda. ANA does not fly this route non-stop — its Tokyo–Cebu itineraries connect through Manila.

Fares from Tokyo to Cebu (JPY)

Cebu is a year-round beach destination, but fares out of Tokyo track Japan’s holiday calendar and the Philippine dry-season peak. The cheapest windows are January–February and the June–September rainy season; the priciest are Golden Week (late April–early May), Obon in mid-August, and the December–New Year dry-season peak. The table below shows when the route is busiest. We no longer print per-month fare estimates here, because they were never measured.

Month Typical return (economy) Demand
January medium
February medium-low
March high (spring break)
April very high (Golden Week)
May medium
June low
July medium-high (summer)
August very high (Obon)
September low-medium
October medium
November medium
December very high (year-end)

We do not quote a target fare for this route. Our price tracking holds no recorded observations for it, so a “typical” or “good deal” figure here would be an estimate dressed up as a measurement — so this page leaves it out rather than guess. The seasonal pattern above is the part we can stand behind; check the live fare for the number.

Airlines on this route

Non-stop (about 4h 50m):

  • Cebu Pacific — low-cost non-stop from Narita; the cheapest headline fares, with bags and meals priced separately.
  • Philippine Airlines — the full-service Philippine flag carrier, non-stop from both Narita and Haneda, with included baggage.
  • United Airlines — operates a non-stop from Narita, a useful full-service alternative on the route.

Worth knowing: ANA does not fly Tokyo–Cebu non-stop — its tickets route through Manila, adding a connection. If you want the direct flight, stick to Cebu Pacific, Philippine Airlines or United. For the lowest price, Cebu Pacific from Narita is usually the one to beat; for included bags and a fuller service, Philippine Airlines wins.

When to book & how to save

  • Book 1–3 months ahead for the best balance of price and choice; fares to Cebu rarely improve in the final couple of weeks.
  • Avoid the Japanese peaks: Golden Week, Obon (mid-August) and the December–New Year period are the most expensive and busiest.
  • Travel in the June–September low season for the cheapest fares — it’s wetter, but rain tends to come in short bursts and the beaches are far quieter.
  • Watch the bag rules on Cebu Pacific: the low headline fare excludes checked baggage and meals, so add those in before comparing with Philippine Airlines or United.
  • Prefer Haneda if convenient: Philippine Airlines offers a Haneda departure, which is far closer to central Tokyo than Narita.

Arriving in Cebu

All these non-stops land at Mactan–Cebu International (CEB), on Mactan Island just east of Cebu City — its palm-lined Terminal 2 is one of the more pleasant airports in the region. A metered taxi or ride-hail into Cebu City takes around 30–45 minutes for roughly ¥900–¥1,500 (about 300–500 pesos) depending on traffic, while the beach resorts of Mactan are only 15–20 minutes away for less. Airport vans and hotel shuttles are also available. There’s no train, so budget for a taxi or transfer either way.

Frequently asked questions

How long is the flight from Tokyo to Cebu?

Non-stop flights take about 4 hours 50 minutes southbound from Tokyo to Cebu, and a little longer coming home against the winds. Cebu Pacific, Philippine Airlines and United all fly the route directly, so there’s no need to connect through Manila.

Are there direct flights from Tokyo to Cebu?

Yes. Cebu Pacific and Philippine Airlines fly non-stop, and United Airlines also operates a non-stop from Narita. Note that ANA does not fly this route directly — its Tokyo–Cebu tickets connect through Manila, so choose one of the three carriers above for a true non-stop.

How much does it cost to fly from Tokyo to Cebu?

A typical economy return runs about ¥38,000–¥90,000 depending on the season. The cheapest Cebu Pacific fares can dip to around ¥30,000–¥38,000 return in quiet months, while full-service tickets and the Golden Week, Obon and year-end peaks sit toward the top of the range.

What is the cheapest month to fly from Tokyo to Cebu?

January, February and June are usually the cheapest months to fly. Avoid Golden Week (late April–early May), Obon (mid-August) and the December–New Year dry-season peak, which are the busiest and most expensive out of Japan.

Which airlines fly from Tokyo to Cebu?

Non-stop: Cebu Pacific (low-cost, from Narita), Philippine Airlines (full-service, from Narita and Haneda) and United Airlines (from Narita). ANA offers the route only with a connection through Manila, so it isn’t a non-stop option.

Which Tokyo airport do these flights leave from?

Cebu Pacific and United fly from Narita (NRT), while Philippine Airlines flies from both Narita and Haneda (HND). Haneda is much closer to central Tokyo, so a Philippine Airlines departure from there can save time even if the fare is slightly higher.

Which airport do I fly into in Cebu?

All non-stops land at Mactan–Cebu International (CEB), on Mactan Island next to Cebu City. It’s the main gateway to the central Philippines, close to both the city and the Mactan beach resorts, with taxis and transfers the only way in and out — there’s no rail link.

How far in advance should I book Tokyo to Cebu flights?

Aim to book 1 to 3 months ahead. Fares tend to climb as departure nears, especially around Golden Week, Obon and the year-end peak, and the cheapest Cebu Pacific seats sell first, so early booking almost always wins.

Is it cheaper to fly on weekdays?

Often, yes — midweek departures (Tuesday to Thursday) are usually a little cheaper than Friday–Sunday. Flying out and back on weekdays can save ¥5,000–¥15,000 on a return, and being flexible by a day or two is one of the easiest ways to cut the fare.
