Ottawa's signature thing is the Rideau Canal: in winter the National Capital Commission freezes 7.8 km of it into the world's largest skating rink, free and open around the clock, with BeaverTails stands selling fried-dough pastries and hot chocolate along the ice. In May the city fills with more than a million tulips — a gift that still arrives yearly from the Netherlands, thanks for sheltering the Dutch royal family in Ottawa during WWII. Go mid-to-late May for the Tulip Festival and mild weather, or January–February if you want to skate the canal (and brave -20°C). Summer is warm and pleasant; deep winter is brutally cold but cheap and quiet.
