Phnom Penh sits where the Tonlé Sap and Mekong rivers meet, and the riverside promenade is where the city actually gathers at dusk. The two sights that matter most are sobering, not pretty: Tuol Sleng, the former S-21 prison, and the Choeung Ek killing fields tell the Khmer Rouge story plainly — go, even though it's hard.
