Almost every guide in this series is about what an airline will do for you. This one is different, and
in one respect better: the Free Singapore Tour is run by Changi Airport, which means it
does not care who you flew in with, what your ticket cost or what cabin you sat in. There is no fare
threshold, no cabin table and no frequent-flyer tier anywhere in the rules — the three things that
disqualify most people from the airline schemes.

What it asks instead is that your layover is the right length and that you are in the right place at
the right time. Both of those are precise, and the second one catches people out.

Do you qualify?

  • You are a transit or transfer passenger at Changi.
  • Your layover is between 5.5 and 24 hours.
  • Your checked baggage is through-checked to your final destination.
  • Your flight times fit one of the tour slots — see the timetable below, which is stricter than
    the 5.5-hour rule alone suggests.
  • You hold a Singapore entry visa if your passport requires one. Changi names India and Pakistan among
    the nationalities that do.
  • You may enter and exit Singapore only once during the layover, under Immigration and
    Checkpoints Authority rules.
The mistake that ends the trip before it starts. Changi’s instruction is explicit:
“remain in the transit area and refrain from clearing Arrival immigration”. The tour booths are
inside transit. If you follow the arrivals crowd through passport control on instinct, you have
used your single permitted entry, you are on the wrong side of the booths, and the tour is gone.

The four tours, and when each one runs

There are four itineraries, each 2.5 hours with two brief photo stops. The timetable matters more than
the tour names, because it decides which one your particular connection can reach.

Read the last two columns together and the real constraint appears: the reporting time is roughly
90 minutes before the tour starts, and your onward flight must depart at least two hours after it ends.
A 5.5-hour layover only works if it happens to straddle one of these slots.

Which one to pick

  • Heritage and Culture — the ethnic enclaves and Singapore’s older layers. The
    only morning slot, so often the only option on an overnight arrival.
  • City Sights — architecture and green space, the broadest introduction. Runs
    twice, midday and evening.
  • Singapore River and Marina Bay Sands — trading port to futuristic skyline. The
    16:00 departure catches the light on Marina Bay, which is the photograph most people came for.
  • Sentosa Discovery — the newest itinerary, the southern coast and Sentosa’s
    history as a British military base. The most different from the airport.

Booking it

Pre-book one itinerary up to 50 days before your travel date, or go to
a tour booth on arrival and take whatever is left. Seats are first-come, first-served, and only one tour
per passenger per layover.

The booths are at T2 Transit, Level 2, Departure Transit Hall near Gate F50 and
T3 Transit, Level 2, near Gates A1–A8, both open 08:00 to 19:00.
Note that the last tour reports at 17:30, so the booth hours are not the constraint — the reporting
time is.

The baggage rule has a sting in it. Bulky or wheeled cabin baggage, alcohol and duty-free
purchases must be deposited at a Baggage Storage counter before you check in for the tour — and
Changi notes that fees apply. But electronic devices are not permitted to be
stored and must be hand-carried on the tour. So if you are travelling with a laptop and a wheeled cabin
bag, you will be paying to store one and carrying the other around Singapore for two and a half hours.

What you cannot bring at all

Tobacco, cigarettes, vaporizers and e-cigarettes are banned on every tour, because those items are
either prohibited outright or taxable on entry to Singapore. This is not a Changi preference; it is
Singapore customs, and it is not negotiable at the booth.

Changi also notes that itineraries can change with weather and traffic — sensible for a tour that
has to return you for a flight.

Is it worth it?

Better than almost anything else in this series, for one structural reason: it costs nothing and asks
nothing of your ticket. An airline stopover hotel typically wants a minimum fare, a qualifying cabin, and
a connection you did not choose. Changi asks only that you turn up at a booth at the right time.

If your Singapore connection is six hours or more and lands in the morning or early afternoon, book it.
